A 4-dimension framework with People, Systems & AI for Sustainable Care 
The programme is built around 2 axes: 
1. Timeframe: Short, medium & long term 
2. Level of decision-making: Macro, meso and micro-level 

A transversal and all-horizons dimension combining all timeframes and levels of decision making will be integrated. 

 This year’s theme, “Resilience in Tomorrow’s Healthcare: From Preparedness to Antifragility”, presents a structured framework to strengthen health systems across all levels of decision-making and time horizons. It combines a macro perspective on governance and strategic sovereignty, a meso focus on institutional capacities and AI-enabled transformation, and a micro lens on clinical practice and continuity of care under constraint, while integrating a transversal dimension on skills, culture and communication. By positioning people as the core strategic asset and AI as their support, the programme moves beyond crisis preparedness toward a model in which health systems not only absorb shocks but adapt, learn and progress sustainably over time.

Key Sessions and Cross-Border Discussions 

  • Governance for Sustainable Health System Resilience
  • This session examines the central role of European and national governance in preparing for and managing risks affecting health systems. It will address the challenges of strategic autonomy, including control of data, the deployment of sovereign AI, and the reduction of critical dependencies. Decision-making and coordination mechanisms in crisis situations will be analyzed to identify levers for collective effectiveness. The discussion will also highlight the need to anticipate and secure operational capacities. Finally, it will emphasize the importance of people as critical assets through the strategic management of workforce capacity and key skills
  • Adapting Institutions to Build Resilent Capacity
  • This session explores how research, innovation, and start-ups can move from local experimentation to achieving sustainable, system-wide impact in healthcare systems. It will examine the conditions required for scaling innovations in order to strengthen organizational resilience. Particular attention will be given to designing systems that support professionals in their daily practice. By placing people at the heart of transformation efforts.
  • Health Governance(s) : AI as a Lever for Antifragility ?
  • This session examines hospital governance and interoperability as essential levers for more coordinated and high-performing health systems. It will analyze how strengthened governance and interconnected systems support seamless care pathways, secure data sharing, and continuity of care. The contribution of artificial intelligence will be explored as a resilience lever, enabling needs anticipation, capacity optimization, and improved operational efficiency.
  • Health Systems Under Strain: Ensuring Continuity of Care
  • This session will address the challenges of ensuring continuity of care in crisis situations, including shortages, cyber incidents, and major disruptions. It will examine the levers that help maintain quality and safety of care, particularly through standardization of practices, risk prevention, and the Vision Zero approach. Lessons learned and shared responsibility will be explored to identify practical improvement pathways. At the heart of these challenges, people are critical assets: the session will highlight the conditions that support safe, sound decision-making under pressure.
  • Building Skills and Culture for Sustainable Health Systems
  • This session explores the critical role of education, upskilling, and crisis preparedness in strengthening the resilience of health systems. It will address the integration of artificial intelligence into training pathways and the development of skills needed for rapidly evolving care environments. The focus will be on approaches that enable anticipation of crises, adaptation of practices, and organizational readiness. Recognizing people as critical assets, the session will highlight strategies that support sustained capability building and foster a lasting culture of resilience.
  • Communication and health literacy : Preparedness for times of crisis
  • This session will address the challenges of attracting and retaining healthcare professionals in a context of significant workforce pressures. It will explore strategies for preventing occupational risks and improving working conditions to protect staff well-being and engagement. Particular attention will be given to crisis communication—both internal and external—as a key driver of trust, cohesion, and organizational effectiveness. By strengthening transparency, coordination, and team support, these approaches contribute to the sustainable resilience of health organizations.
